Melton City Council manages the local road network.

One of our roles is to approve works that would impact on the road network including road and lane closures.

Council will often receive applications from developers for the temporary closure of a road to allow them to undertake road works safely.

Next Steps

Thank you to everyone who provided feedback on the traffic management arrangements for the temporary closure of Banchory Avenue at Melton Highway.

Developers have requested a temporary closure of Banchory Avenue at Melton Highway for approximately two months, commencing Monday 4 May 2026.

The temporary closure is required due to the nature of the works, which require deep excavation, construction of footpaths, kerbing, line marking and installation of the traffic lights. The closure has approval from Department of Transport as there is an impact on Melton Highway.

We received 15 responses as part of the consultation, with the main feedback regarding the timeframe for project delivery, traffic light timing, traffic congestion in and around schools and issues with communication about the project.

During the temporary closure, road users will be able to enter and exit Banchory Avenue via The Parks. Advanced signage will be installed to notify road users of the closure and the detour route.

For feedback regarding the traffic management arrangements for the temporary closure of Banchory Avenue at Melton Highway and where there might be opportunities for improvement.

Between 10 April and 20 April 2026, we consulted with the local community on the traffic management arrangements for the temporary closure of Banchory Avenue, Hillside.

Feedback was collected via an online survey which was promoted via a letter distributed to businesses and residents and through social media. We received 15 responses as part of the consultation.

We have reviewed this feedback and have addressed the key themes below.

Concerns with the amount of time this project has taken.

This is a developer project located on an arterial road managed by Department of Transport. Council has limited control over scheduling of the project.

There are many complexities to any project that involve installing traffic lights. These can often lead to delays and times without visible work on site, such as while audits are being conducted.

Update the sequencing of nearby traffic lights during the temporary closure of Banchory Avenue.

The sequencing of traffic lights is managed by the Department of Transport.

Council has recently consulted with the Department to seek optimisation of the surrounding traffic signals while Banchory Avenue is closed.

However, priority will always be given to Melton Highway as this carries around 25,000 vehicles per day.

Significant congestion already on The Parks, particularly around pick up and drop off times at Cana Primary School.

Council understands that there is congestion at schools around pick up and drop off.

We have contacted Cana Primary School and asked the school to notify parents about the temporary closure of Banchory Avenue and request that parents consider alternative pick up or drop off locations.

Council is undertaking a review of how to improve parking for the Cana Primary School community during pick up and drop off times. We will be in contact with the school, residents and businesses if any changes are required.

Council’s role is limited to authorising Traffic Management Plans for works on local roads to ensure safety and compliance.

Community engagement, communications and delivery of the works are the responsibility of the developer, with the department oversite. We will pass on this feedback to the developers and the department.

Council is committed to providing advance notice of works and opportunities to provide feedback on projects that affect the local road network.
