Council in collaboration with the Victorian Planning Authority has commenced work on the Rockbank Major Town Centre Urban Design Framework. An urban design framework is a detailed planning and design document that will guide the future development of the town centre and will provide the framework for assessing planning permit applications.

This town centre will be located at the Rockbank Train Station and will serve the area as a hub for shopping, services, food and entertainment.

The project commenced in August 2017 and will be developed over the next 18 months by Melton City Council and our consultant, Tract. The five stages of the project process are:

  1. Project Management Plan
  2. Technical and Background reports
  3. Draft Urban Design Framework
  4. Final Urban Design Framework
  5. Present final UDF to Council for Approval

There will be a number of opportunities for landowners, other stakeholders and the community to provide input to the development of the UDFs at key stages throughout the project. Updates of these opportunities will be posted on this page and promoted through other media.

Drop-in information session to discuss the future hub for shopping, services, food and entertainment were held in August 2019 with members from the Ballarat Line Project, as well as Melton City Council’s My City My Say team, available to provide information on the project, as well as Council services, facilities and programs planned for the area.

Following on from the completion of the Technical Reports and the Background Report, Council and Tract Consultants consulted with landowners, stakeholders and the wider community towards developing the Final Draft Urban Design Framework.

As part of the Urban Design Framework (UDF) process, a background report is required in order to identify any issues and opportunities prior to beginning the UDF.

The Background report which is accessible below was finalised in February 2018 and includes six appendices.

This stage included an initial workshop with stakeholders and landowners as well as a community information session at the Rockbank Pavilion on the evening of 22 November, 2017. The draft background report was available for public comment until 13 December 2017.
