Melton City Council (Council) gives notice under Section 190 of the Local Government Act 1989 (Act) of its intention to enter into a lease with Western Emergency Relief Network Incorporated (‘WERN’) (Tenant) for part of the land at 23 Westwood Drive, Ravenhall (the Lease).

The principal terms of the Lease will be as follows:

  1. Term: Twenty (20) years
  2. Commencement date: 1 August 2021 or 10 business days following practical completion of the construction of the premises
  3. Commencing rent: peppercorn rental of $1.00 per annum if demanded, subject to receipt of a development contribution of $450,000 (including GST) payable by WERN.

Any person may make a submission under section 223 of the Act must have done so in writing within 28 days of the date of publication of this notice, that is by 5.00pm on 21 April 2021. Any person wishing to speak at the section 223 Submissions Advisory Committee meeting in support of their written submission must have requested this in their submission.

All submissions were considered in accordance with section 223 of the Act at a meeting of the Section 223 Submissions Advisory Committee commencing at 6.30pm on 3 May 2021 via videoconference.

Any person making a submission should be aware that their submission including their personal information may form part of the agenda and minutes of a meeting of the Council and be available to the public.

Following the consideration of any submissions, Council may resolve to enter into the lease as detailed above, or not proceed with the proposal.

Written submissions addressed to the Chief Executive Officer were received by 5.00pm, 21 April 2021.
