Project Background

We are upgrading the Melton South intersections of Exford Road and Wilson Road and Exford Road and Northcott Street to help manage increasing traffic at these intersections and road safety both for vehicle traffic and pedestrians.

Currently we are assessing the feedback we received about the proposals of this project as stated below:

Exford Road and Northcott Street Intersection

  • A roundabout at intersection of Exford Road and Northcott Street
  • Relocation of existing bus stop on Exford Road, north of Northcott Street
  • Change to access arrangement to Mt Carberry Community Centre and Childcare
  • Improvement to cycling facilities and footpath.

Exford Road and Wilson Road Intersection

  • A roundabout at intersection of Exford Road and Wilson Road
  • Raise existing pedestrian operated signal on Exford Road, north of Wilson Road
  • Installation of a raised pedestrian signal south of Wilson Road
  • Change to access arrangements to Morshead Street (left in / left out)
  • Improvement to cycling facilities and footpath
  • Introduce disability parking on Exford Road.

Changes to speed limits:

  • Speed limits will be reduced on Exford Road; between Brooklyn Road and Bridge Road from 60km/hr to 50km/hr. 40km/hr school zones will remain unchanged.

Next Steps

Thank you to everyone who provided feedback on the proposal to upgrade the intersections of Wilson Street and Northcott Street on Exford Road.

Council is upgrading the Melton South intersections of Exford Road and Wilson Road and Exford Road and Northcott Street to help manage increasing traffic at these intersections and road safety both for vehicle traffic and pedestrians.

We have proposed a roundabout to be installed at both these intersections.

We asked our community to provide feedback of the draft concept design and what they supported of the design or where there might be opportunities for improvement.

Community Engagement Summary

Between 25 February and 17 March 2025, we consulted with the local community.

Feedback was collected via an online survey which was promoted via a letter distributed to businesses and residents and through social media. We received 23 responses as part of the consultation.

We have reviewed this feedback and have addressed the key themes below.


What we heard

Council response

Traffic lights would be a better option to manage congestion.

Council assessed a range of intersection treatment options, including traffic lights.

The installation of roundabouts in conjunction with the level crossing removal is expected to improve traffic flow by creating additional gaps in traffic and easing congestion.

Given the constraints of the existing intersection and available road space, a roundabout was considered the safest and most efficient solution.

Delivering traffic lights takes three to four years and cannot easily be fast tracked due to the lead time for approval from external authorities. In addition, many underground services would have to be moved.

Something needs to be done for safety, particularly for pedestrians and cyclists

The project includes raised safety platforms, an off‑street bicycle path, and raised signalised crossings, all of which will enhance pedestrian and cyclist safety.

The new bus stop will be located in close proximity to the pedestrian crossing. The pedestrian crossing, including a refuge, has been designed to accommodate both pedestrians and cyclists.

The provision of a fully separated on‑road cyclist lane is not part of this project, however, Council is commencing a project to deliver improved cycling infrastructure on the Station Road-Exford Road corridor. This project is still in inception stages but will involve community engagement on the best way to deliver improvements for cyclists for this location and for the whole corridor.

Maintain the existing 60 kmh speed limit on Exford Road

With the high level of pedestrian activity in the area, related to schools, recreation community facilities and stations, the speed limit reduction to 50km/hr is considered appropriate and aligns with VicRoads Speed Zone Guidelines.

Additional car parking

The provision of additional parking on Exford Road is not considered suitable due to insufficient road space.

Illegal pick and drop offs near Melton South Primary School

The introduction of the roundabout and associated infrastructure improvements is expected to enhance traffic flow and discourage illegal pick‑up and drop‑off activity on Exford Road. There are also existing accessible parking bays located on Morshead Street and within the Melton South Primary School car park.

Concerns with the Morshead Street becoming left in and left out only.

The change will significantly improve safety on Exford Road.

The proposed left‑in and left‑out arrangement for Morshead Street incorporates an extended splitter island designed to discourage illegal turning movements.

There are detour routes through local roads for those that who need to turn right onto Exford Road.
