Project Background

The roundabout at Caroline Springs Boulevard and Rockbank Middle Road is currently one of busiest intersections in the City of Melton. There are traffic delays at the roundabout and there are safety concerns for pedestrians and cyclists.

Installing traffic lights will help control vehicle movements, manage congestion during peak periods and provide safe crossing locations for pedestrians and cyclists, thereby encouraging walking and cycling.

The project will include:

  • Removal of existing roundabout
  • An expansion and realignment of the road
  • Installation of traffic signals
  • Landscaping
  • New public lighting
  • Underground services relocations (electricity, water, gas, and communications)

Works began in late November 2023 and is due for completion by early 2025.

Project updates

July 2024 update

Works on the south west corner of the intersection are now complete and we will now move to the next stage of the project in late July/early August 2024.

This stage will involve completing widening and other roadway upgrade works to the north west and south east section of the intersection as well as the northern and eastern lanes.

Traffic changes

There will be changes to the way you travel around the area as we complete the next stage of works. These changes will include switching traffic on to the temporary lane arrangements, a new left turn lane into Rockbank Middle Road and pedestrian detours around the work area. Please refer to the map below.

Please take care around the worksite and follow directions from traffic controllers and signage at all times.

Night works

In order to prepare for the next stage of work, we will need to complete work intermittently at night between 7pm and 5am on Monday 15 July to Friday 26 July.

These works will involve preparing the centre median areas for the traffic switch and moving concrete barriers. You may experience noise impacts during this time.

Lauriston Quay

To ensure the safety of the community and to minimise interactions with worksite, vehicle access to Lauriston Quay from Rockland Middle Road will remain closed until late 2024.

Local traffic will continued to be detoured via Bridgewater Terrace onto Caroline Springs Boulevard.

Frequently asked questions

Due to complicated nature of construction works which will be carried out under live traffic conditions, the works are expected to take approximately 12 months to complete which is early 2025.

We will keep Rockbank Middle Road and Caroline Springs Boulevard open, so we’ll be completing the works in five stages to keep the roads open with detours in place.

This intersection upgrade cannot be upgraded without expanding the road footprint through additional lanes and turning lanes, plus new footpaths, which required the removal of several mature trees.

We experimented with reducing the length, width and alignment of these lanes to mitigate losses and we also engaged the help of an arborist to assist with the design.

We will delivering extensive landscaping, new tree plantings and garden beds to offset the tree loss.

Approximately, 70 Spotted Gum and Red Box trees and more than 4000 shrubs will be planted at the appropriate time for planting.

This project does not include duplication of Rockbank Middle Road, west of this intersection. We see this portion of road as an upgrade required in the medium term and expect it will be upgraded in 5-10 years.

Whilst we aim to complete the works during quieter periods, Caroline Springs Boulevard and Rockbank Middle Road is one of the busiest intersections in the City of Melton.

To complete the project, it is not possible to avoid disruption to traffic and the community is encouraged to seek alternative routes where possible.

We will give as much notice as possible on detours and traffic changes to the local community, businesses, sporting groups and schools, so people can plan ahead.
