The City of Melton is growing fast – and we need your help in shaping our future!

After every council election, we need to update our strategic plans for the future. This includes preparing a new Council & Wellbeing Plan 2025-2029, Long Term Financial Plan 2025-2035 and Asset Plan 2025-2035 - these plans are informed through a deliberative engagement process and aim to support delivery of our long-term Community Vision.

The Draft Melton City Council and Wellbeing Plan 2025-2029 was developed following engagement with our community, stakeholders, councillors and staff as well as analysis of relevant data, trends, research and government policy directions. The consultation was in accordance with the requirements of the Local Government Act 2020.

We have incorporated the Municipal Public Health and Wellbeing Plan into this Plan. In doing this, we reinforce our high-level commitment to promoting, improving and protecting public health and wellbeing in everything we do.

The Plan is informed by the Community Vision and provides direction not only to Council and its staff, but also to our community, stakeholders, local service providers and other levels of government.


Under the Local Government Act 2020, Council must develop a 10-year Financial Plan. This plan covers all aspects of Council's role including the delivery of programs and services, building new infrastructure, as well as the maintenance of roads, footpaths, bike paths, buildings, and parks.

The financial planning process helps Council to understand its resourcing requirements to deliver the required levels of service and infrastructure for the community.

The Financial Plan outlines how Council will utilise available funds and generate additional revenue opportunities to deliver Council services, programs, and infrastructure, while ensuring that Council is financially sustainable over the long term.


An Asset Plan is a strategic document that every local council in Victoria is required to prepare under the Local Government Act 2020. It outlines how the council will manage on behalf of its community, its infrastructure and other community assets over at least a 10-year period.

The plan ensures that these assets are maintained and improved in a way that supports community needs now and into the future. The plan also promotes transparency, showing how council decisions about assets align with long-term goals and financial planning.

Council has developed an integrated approach to planning and delivering services to meet current and future needs of the community. Our Integrated Planning and Reporting Framework outlines the relationship between our key strategic documents and highlights the importance of the Community Vision is at the heart of Council’s strategic planning.
