Project Background

Melton City Council manages local roads.

Developers sometimes need to close part of a road so they can complete works safely. When this happens, they apply to Council for approval.

Council has received a request from Coles Group to close Banks Drive in Diggers Rest. Coles Group is building the new supermarket and other shops in the Diggers Rest Town Centre.

The road needs to close so crews can:

  • rebuild the road to handle more traffic
  • add a raised pedestrian crossing to improve safety
  • install drainage under the road

Because this work involves digging up the road, the closure needs to stay in place for the whole construction period.

Community Engagement Summary

Between 29 May to 9 June 2026 Melton City Council consulted with the community on the traffic management arrangements during the closure. Feedback was collected via an online form which was promoted via a letter distributed to residents, email to stakeholders and social media.

In total, 10 people provided feedback. Below is a summary of the feedback that was collected and Council’s response.

Concerns about illegal right turns at Vineyard Road and Hero Street.

This intersection is managed by the Department of Transport and Planning (DTP).

Council has already raised this issue with DTP and will keep advocating for improvements here.

Concerns about whether Aviation Drive can safely handle extra traffic during the detour, especially with on-street parking, narrow road space and risks for all road users.

The temporary detour has been planned to spread traffic across nearby roads.

The amount of traffic expected to use Aviation Drive is not likely to be more than what the road was designed to handle.

Council has assessed the detour as safe in normal traffic conditions, with drivers needing to take care and give way when required.

Concerns about whether Civic Street can safely handle extra traffic during the detour, especially with on-street parking, narrow road space and risks for all road users.

Council understands that Civic Street may not be the best road for extra through traffic over a longer period because of on-street parking and the surrounding residential area.

To help reduce traffic on Civic Street, Council will direct drivers to use License Road and Madisons Avenue instead.

Concerns about vehicle speeds on Vineyard Road during the detour.

Council understands that changes to traffic conditions, including increased volumes and perceived speeding, can be unsettling for residents and road users. We appreciate the community’s feedback and acknowledge the importance of maintaining safe travel conditions.

It’s important to note that Vineyard Road is managed by the Victorian Department of Transport and Planning (DTP), not Council. This means any decisions around speed limits or traffic controls are the responsibility of DTP.

Concerns that on-street parking may make it harder for vehicles to pass safely along the detour route.

Parked cars can sometimes make it harder for vehicles to pass safely on these streets.

However, the amount of traffic expected to use these roads during the temporary detour is not likely to be more than they were designed to handle.

Council has assessed the detour as safe in normal traffic conditions, with drivers needing to take care and give way when required.

Temporary Road Closure – Banks Drive, Diggers Rest

Banks Drive will be temporarily closed from Monday 29 June to Friday 4 September 2026 (weather and construction progress permitting).

During this time, traffic will be detoured via:

  • Vineyard Road
  • Aviation Drive
  • License Road
  • Madisons Avenue
