Troups Road South - road construction
The remaining component of the project is the construction of a sealed road from Greigs Road to Boundary Road and associated works.
At this stage, Council has been unable to gain approval from Melbourne Water for the design of the Troups Road South upgrade, due to the fact that the construction of the road will see a minor increase in the potential flood impact on some adjoining properties. We are continuing to work with Melbourne Water on possible options to progress the road construction.
As a result, the construction of Troups Road South cannot proceed until this is resolved. While we continue to work with Melbourne Water and investigate other possible options, Troups Road South will remain closed at the Boundary Road end until at least December 2023. Please note that residential access will continue to be maintained at all times from the Greigs Road end.
At this stage the developer, Goodman Group, will continue to access their site via Troups Road South (given there is limited access to their site from Hopkins Road) and this is expected to continue for the next few months.
Throughout the road closure, Troups Road South will be inspected regularly, and maintenance will be undertaken to ensure that the road remains serviceable and within our standards as set out in Council’s Road Management Plan.
We appreciate your patience and understanding while work through these options.

Frequently asked questions
Throughout the road closure, Troups Road South will be inspected regularly, and maintenance will be undertaken to ensure that the road remains serviceable and within our standards as set out in Council’s Road Management Plan.
Yes, residents will have full 24/7 access during the temporary road closure.
While the road is closed, Council officers will undertake investigations to identify and evaluate a range of options. This analysis will take into consideration a number of factors including safety and accessibility of the broader road network in the area and the potential flooding impacts to some adjoining properties. It’s too early to go into any detail around these options, but we will be engaging with landowners and residents once the options have been investigated further.
Local residents and landowners will be informed of any updates through direct communication and we will provide project updates through this webpage as required.
