Project Background
Over the past 15 years, Kurunjang and Harkness have grown a lot, with many new homes and families moving into the area. The closest shopping options are Woodgrove or Melton Town Centre, about 3.5 km away.
To help meet the growing needs of this community, a draft plan (called an Urban Design Framework or UDF) has been prepared for a new local centre in Kurunjang. This plan includes shops, services, and spaces that the community can enjoy.
The UDF has been prepared by i2C Architects (on behalf of Coles), and they’ve been working with Council to develop this draft. We are excited to share the draft UDF and hear your feedback to help shape the new Kurunjang Town Centre.

Council would like to thank everyone who shared their feedback for the Kurunjang Neighbourhood Activity Centre UDF. Feedback was collected via an online survey which was promoted via a letter distributed to residents, social post, media release and Council eNews article. If you would like to read the full Consultation Summary Report, click here. The UDF has gone through a final round of updates and is going to February’s Council meeting for adoption.
Who was engaged?
Questions regarding the UDF included:
- The clarity of the document, including the readability and their understanding of the UDF.
- What people liked about the UDF.
- How the UDF can reflect the character and needs of the community.
- Improvements that can be made to the UDF.
- Other comments and ideas for the UDF.
We heard that the Kurunjang community:
- Generally support the UDF as a positive step for the community.
- Like the progress of the UDF with its vision and framework to deliver a town centre that is equipped with diverse facilities, land uses, key infrastructure and open spaces such as an urban plaza.
- Appreciate the document’s clarity and see the vision of the future development.
- Strongly support signalised intersections to manage turning movements safely.
- Want a broader retail mix, including specialty stores and services, not just a supermarket and fast food.
- Council received 207 survey responses from the community, following 3,547 letters being sent out to residents within a 1km radius of the town centre.
- Council, community, and other submitter feedback was provided to the proponent in December 2025.
- Council received the updated UDF in mid-January 2026.
- Council will formally consider the UDF at the February Council Meeting.
- Once the UDF is approved, future planning permits (i.e. development proposals) can then be considered and assessed by Council against the approved UDF.
